The brief

Tramlines is one of the UK’s biggest inner-city festivals. We were appointed after years of congestion and local disruption, to plan and run traffic management that worked for festival-goers and residents alike.

What we did

  • A Traffic Management Plan built with the organisers, Sheffield City Council and the Safety Advisory Group, to Chapter 8.
  • Community meetings, so residents’ concerns shaped the plan from the start.
  • Qualified traffic marshals, signage teams and traffic control operatives across the site.
  • When safety needs changed, road layouts were updated overnight.

“Our goal was to create a plan that worked for everyone - not just festival-goers, but the people who live and work in Sheffield too.”

Overview

Tramlines Festival is one of the UK’s biggest inner-city music festivals, attracting over 40,000 visitors to Sheffield’s Hillsborough Park each summer. Managing traffic around a live urban environment of this scale requires precision planning, strong local coordination, and expert on-site delivery.

Event Support Team (EST) was appointed as the official traffic management provider for the 2021 and 2022 festivals, following previous years’ challenges with congestion and local disruption. With extensive experience managing large-scale events across Sheffield - including operations for Sheffield Wednesday FC - EST was the ideal partner to bring structure, safety, and community confidence back to Tramlines.

The Challenge

Prior to EST’s appointment, Tramlines had faced logistical challenges around:

  • Heavy congestion on approach routes
  • Resident dissatisfaction due to unauthorised parking and noise
  • Complex road closures and limited event-specific coordination

The festival needed a partner capable of designing a robust, compliant, and flexible plan that would ensure safe vehicle movement while maintaining positive relationships with the local community.

Our Approach

Collaborative Planning

EST worked in close partnership with:

  • Tramlines Festival organisers
  • Sheffield City Council
  • The Safety Advisory Group (SAG)

Together, they developed a comprehensive Traffic Management Plan, aligning with all local regulations and Chapter 8 standards. EST also attended community meetings to listen directly to residents’ concerns, ensuring their voices shaped the plan from the outset.

“Our goal was to create a plan that worked for everyone - not just festival-goers, but the people who live and work in Sheffield too.” - EST Project Manager, Tramlines 2022

Dynamic Response and Real-Time Adaptation

During the festival, EST implemented the plan with full deployment of qualified traffic marshals, signage teams, and traffic control operatives. When unforeseen safety factors required overnight plan changes, EST responded immediately - updating road layouts, communicating with partners, and ensuring operations continued smoothly without disruption.

Compliance and Safety

Every element of the plan was fully compliant with Chapter 8 traffic management regulations, ensuring consistent safety standards for motorists, pedestrians, and local residents. Coordination with SAG and emergency services provided a unified approach to event safety across the city.

The Results

Thanks to EST’s expertise and proactive management:

  • No major traffic incidents were reported during either festival.
  • Resident feedback was overwhelmingly positive, marking a major improvement over previous years.
  • The traffic management plan became the blueprint for future Tramlines Festivals.

The success of the operation demonstrated EST’s capability to manage complex, high-density traffic environments in urban settings - delivering both safety and satisfaction for all stakeholders.
