The goal: fewer surprises, smoother journeys and stronger community support.

Advance notice, not last-minute alerts. Officials say the most effective programmes start weeks out, with clear dates, times and maps of affected streets. Early warnings give households time to plan school runs, care visits and deliveries.

Plain language, clear visuals. Jargon-heavy notices are out. Consistency across posters, letters, web pages and social posts prevents mixed messages.

Many channels, one message. Leaflets through doors, lamppost posters, community websites, email lists, social media, local radio—and, where relevant, school or GP newsletters—ensure coverage across age groups and tech comfort levels. A single, short URL/QR code should point to the live hub for updates.

Detail that answers real questions. The best notices include diversion routes, access arrangements for residents and businesses, blue-badge and deliveries info, bin collection changes, and public transport adjustments. A short FAQ and contact number/email reduce inbound confusion.

On-the-ground information points. Pop-up desks at libraries, community centres and high-footfall shops let residents view maps, ask questions and flag care or access needs. Mobile VMS boards near boundaries can reinforce dates and detours in the week before the event.

Updates throughout. Plans change—so should the messaging. Refresh the website and social feeds promptly if timings shift, a street reopens early, or weather alters the build/derig schedule. Pin the latest post; time-stamp updates.

Two-way dialogue. Feedback forms and drop-in sessions surface access issues (e.g., carers, dialysis, night-shift workers) that require tailored passes or windowed access. Logging and responding builds trust.

Accessible by design. Provide large-print PDFs, alt-text on images, and translations where communities need them. It applies to publicly accessible locations—places the public can enter by right or permission, paid or free—and introduces proportionate preparedness measures.

Who’s in scope?

The Act uses two compliance “tiers” tied to capacity: Standard Duty (smaller premises/events over a stated threshold) and Enhanced Duty (larger premises/events).
Event Support Team (EST) unveiled its new car-park pre-booking platform with integrated ANPR (automatic number plate recognition) at The Showman’s Show, marking the system’s first public showcase at Newbury Showground.

The launch follows a high-profile trial during the Rugby World Cup in Cardiff, where the technology processed 20,000+ vehicles across eight matches at the Millennium Stadium. Building on that success, EST demonstrated how advance bookings paired with plate recognition speed up entry, curb congestion, and give organisers live demand data for better resourcing.

“Pre-book plus ANPR is a step-change for ingress,” said an EST spokesperson. “It’s faster for attendees and more predictable for planners.” The company is now rolling out the solution to stadiums, festivals, and large-scale events for the 2016 season.

EST rolls out pre-book and ANPR parking for Men’s Rugby World Cup 2015 in Cardiff

Cardiff — Event Support Team (EST) has deployed a car-park pre-booking platform with mobile ANPR (automatic number plate recognition) for Park & Ride sites serving the Millennium Stadium. The system speeds up entry, reduces congestion, and gives organisers live visibility of demand on match days.

Working in partnership with the Rugby World Cup operations team, Cardiff City Council, and Cardiff Bus, EST integrated the service into official fan communications. The pre-book link has featured on the RWC Journey Planner, social channels, and targeted emails to ticket holders—driving strong early uptake.

The approach is already paying off. With bookings secured in advance and number plates verified on arrival, vehicles are waved through quickly at Park & Ride gates. That predictability helps EST, the RWC team, and the Council plan phased arrivals, adjust bus headways, and tailor real-time journey messaging throughout the city.

Beyond faster ingress, the data generated by pre-book volumes and ANPR scans is informing on-the-day decisions—supporting queue management, staffing allocations, and post-match egress planning to keep Cardiff moving before, during, and after the games.
