EST rolls out pre-book and ANPR parking for Men’s Rugby World Cup 2015 in Cardiff

Cardiff — Event Support Team (EST) has deployed a car-park pre-booking platform with mobile ANPR (automatic number plate recognition) for Park & Ride sites serving the Millennium Stadium. The system speeds up entry, reduces congestion, and gives organisers live visibility of demand on match days.

Working in partnership with the Rugby World Cup operations team, Cardiff City Council, and Cardiff Bus, EST integrated the service into official fan communications. The pre-book link has featured on the RWC Journey Planner, social channels, and targeted emails to ticket holders—driving strong early uptake.

The approach is already paying off. With bookings secured in advance and number plates verified on arrival, vehicles are waved through quickly at Park & Ride gates. That predictability helps EST, the RWC team, and the Council plan phased arrivals, adjust bus headways, and tailor real-time journey messaging throughout the city.

Beyond faster ingress, the data generated by pre-book volumes and ANPR scans is informing on-the-day decisions—supporting queue management, staffing allocations, and post-match egress planning to keep Cardiff moving before, during, and after the games.
